Title: Changing Swinging Arms

  Is there an difference between early and late S/A Frames, with regard to the dimensions of the  S/A mounting cheeks? I would think the basic dimension are the same.

  Can a late full width rear hub type S/A be fitted to early frames, as these  later parts seem more available than the early rod brake type?

Basic dimensions are the same.

The early swinging arm for rod brake takes a smaller diameter spindle than the later full width hub type and the mountings for chain guard are different and mounings for brake torque stays are on opposite sides.
