Plunger Rear brake plate strap

Just wondering, what is the actual purpose of the rear brake plate lever strap Part # 67-6081 as fitted to A7 A10 and star twin as shown in 1949 - 1953 parts list.
It doesn't provide any anti rotational strength of the brake plate or twisting strength when the brakes are applied , as it is clamped solid via the axle nut, but just floats on the brake plate lever boss?? I can't see the purpose of it. Any thoughts please.

I think it's a brace for the axle/hub. Maybe the earlier implementation of the design showed a weakness and that strap was a quick fix.
