The narrator sounds like Leonard Teale to me.
The film was made in 1959 when N.S.W. cops rode Golden Flashes.

 I've been trying to find any info on who's who in this, apart from the narrator, the ~80 year old Miss Gorgeous at 0:48 and the best I can find is it was filmed around Bondi Junction and Waverly, not sure if Waverly is the 'track' scenes though *conf2*..... Apparently the Racer was 'Conway', aka Tom Conway...does any ockkers remember a Tom Conway BSA racer from then??
