Don't shim any bushes.
The cork washer on the breather inside the timeing case should be the correct thickness to take up the endfloat. When I got my last complete gasket set, there were corks of three different thicknesses supplied, so you could use the appropriate one - not too thick, not too thin. Give it a good soak in oil overnight to allow for any swelling.
The way I did it was to get the cam and pinion in place and try the different corks, taking up the endplay but not using a cork so thick that you can't turn the camshaft by hand. When happy, replace the idler gear, time the engine and reassemble the inner timing case.
