Steering Bearings dust Cover

Just rebuilding the front end of my 1961 A10 golden flash only to find I have a dust cover missing (66-5204). but  Do I need it?  There was not one there before.  But as this is a for sale/wanted area I suppose I need to ask if anyone has a spare one.  I know I can buy one from a dealer but I am trying not to keep ordering single bits because of P&P.  I wanted to get this bit finished. Item 36 on the picture.

It is just a dust cover but the bearings don't look pretty if exposed.

I made my own, covers the bearing much better
