You might find the side of a pressed steel type angle grinder wrench will do the job, or any suitable length of flat strip. All depends on ease of access. Tight sleeve will move if the top yoke pinchbolt is slackened off and the top yoke spread slightly with a wedge. Simple job without the top yoke in place, service tool best used to cope with in-service adjustment without the need for major dismantling.
That angle grinder wrench can also save the day on car rear disc brakes. Mine had pins just the right size apart for winding the pistons back into the calipers........
