fork yoke assembly

Can someone give me the correct proceedure for assembling the fork yokes. I've assembled mine but now I'm confused about the top yoke and whether it should sit hard against the dust cover before I tighten the pinch bolt or have some clearance, I'm wary of putting extra pressure on the bearings. What I did was put in bottom yoke then top bearing and dust cover, then the adjusting sleeve nut and finally the top yoke which I slid over the sleeve as far as it would go which sits it on the dust cover, checked for freeplay and tightened pinch bolt. I haven't done the rest of the forks yet.
