Galling happens with alloys that have a tough strong oxide coating.
It is the oxides that combine together not the actual metals so you have to generate the correct enviroment for good growth of the oxide coating.
Steel will gall but only if it has the dry FeO oxide ( mill scale) and not the usual rust Fe2O3-3H20 which is friable.
