Front mudguard mounting query ?

Wondering if anyone can help Me please ?
Due to refit the deep valanced mudguard on 1956 Golden Flash (swinging arm) , trying to establish if the fibre washers shown in the parts manual should be
fitted externally to the securing screws or internally between the guard & the top mounting bridge  stay ..or even both giving an anti vibration effect ?

The fibre washers go next to the mudguard on the outside. There is also a plain washer directly under the head of the screw, above the fibre washer. On the underside of the mudguard originally there was a rubber sleeve over the top of the bridge sandwiched between the bridge and the mudguard.
