Rebuilding new rear drum / sprocket

I decided to replace the rear drum / sprocket, obviously it is the QD type. My bike is a 54 swinging arm A10. The old teeth were looking a little sharp, so a new one is in the post ( British made ) The bike is currently in bits awaiting a few last items before the re-build. Bearing feels good, it has 6 bolts through the rear into tabbed type washers on the inside. The splines on the drive side look fine. The centre bolt that is still in place has a 'stepped' spacer.... the book calls it Rear Hub Collar.... this seems to move up and down on the spindle. Is this normal? It doesn't seem to want to come off. Also any tips on removing the bearing from the old drum?

Oscar,
              That collar is to space the brake plate clear of the drum.
It is a sliding fit and should come off.
Knock the stub axle out through it, the bearing will stop it.
