 It needs to be something solid to ensure tightening the fork top nut will draw the leg up  firmly into the yoke taper. It's function is to position the cowl so that it is not under strain when the lower yoke clamp bolts are inserted (there will be slight variations in manufacture  of the parts). Back in the day if the bolts wouldn't go in hooligans simply enlarged the lower mountings of the cowl until it fitted....

The washer issue has worked out for me, thanks to the clarifications here.  Unbeknownst to me until exploring this, the bike's PO was using the thicker spacer washers as the nut washers, but without a cowl. I had a pair of the thinner,  chromed, nut washers in the spares bin, so, I've been able to assemble the mockup. I guess I'm within a few thou of hooliganistic enlarging of the cowl holes but a PO of the eBay cowl already took care of that and I think it will be fine.

Makes me glad my '51 just has the simple headlamp bowl with underslung side light.... ;)

When I started to revive my bike I felt the cowpat cowl was fugly so was considering fitting the earlier style headlamp system. As the work progressed I realised I wanted to keep the bike looking as original as possible. Now, I'm happy that I made that decision.
