Dynamo Charging or Not?

Hello, I'm rebuilding my Tiger100 engined Gold Star which I originally built nearly 50years ago and has not run for 30 years. I have been trying to decide if it is worth fitting an electronic ignition or not, if I went electronic I would have gone to 12v as well.  However I have finally decided to keep the mag which need the armature rewinding (I found Brightsparks Magnetos web site very informative and Bill Brown very helpful).  So now, go 12v or stay with 6? My dynamo, running it on the bench using an electric drill will generate about 9.5v but it will not light a  bulb, I expected it to at least show sign but nothing.
Field windings show about 2.8 ohms which I believe is OK.

Any Ideas please
