BSA spanners

This (if the pic will attach) came into my possession this week. 
Not something I have any huge interest in personally but it doesn't resemble the majority of the 'BSA' tools thrown up by a Google search. It seems of better quality, and larger - 9/16th and 11/16th W - than one would expect in a typical toolkit set, so I was wondering what its provenance is?  It's really quite a nice item, with the stacked arms motif etc, and in pretty good shape.
