Found this photo on an old CD when sorting out some shelves. It was taken at a Motorcycle show in Corbridge in 2005 the youngster on the back was fastened to his father with a haness that you cannot see in the photo as you can see it caused quite a few smiles, he is probably old enough now to ride it.

14 years later the kid is riding with the old man in a sidecar lol.
Down here kid must be 8 y/o to ride on the back.

I think here in the UK they just need to be able to put their feet onto the footrests. Note in the pic the high positioning of those for just that purpose.

I had a pair of high footrests on my Norton for taking the kids pillion when they were small. Before that they had to sit on the tank. Carefree days...

 I'm all for kids on the bike within reason- I used to take my youngsta a mile or so to preschool on the Ag-bike on a dirt road but he sat in front and we didn't go fast (much)...on the back is fine if they can reach some footpegs, but having anyone strapped on is totally dangerous and shouldn't happen- maybe all fine but in the 'unlikely event of a mishap', I don't care to think about it
Started building in about 1977/8 a on average '52 A10 -built from bits 'n pieces never resto intended -maybe 'personalised'
Have a '74 850T Moto Guzzi since '92-best thing I ever bought doesn't need a kickstart 'cos it bump starts sooooooooo(mostly) easy
