What is this bracket for?

My 1954 A10 S/A frame seems to be missing a bracket, on the lower horizontal tube under the tank.  I assume a previous owner removed it, and I'm trying to figure out if it needs to be replaced.  As far as I can tell, its only purpose is to prevent the gas tank from rolling around on the upper tube.  Is this correct, or are there other parts that get attached to this bracket?

Yes. The bracket's only there to keep the tank straight.

A couple of round rubber stoppers are inserted into the bracket, one either side, called
Petrol tank anti roll rubber
