can anyone tell me what this  thing does i'm presuming the points are in here, but how do you get into them and what does the ring with the notches in it do?

Yes, you are right, the points are in there! The clip should prevent the cap from unscrewing. Sometimes the screw cap will corrode & be difficult to remove. You actually unscrew the notched ring. Simples!

 A strap wrench is kinder than a hammer and screwdriver if its tight. loosen the center nut holding the wire fist,
